23:21 (..) The trend is unmistakable and is going down. We do need to do something to get people more engaged. Right now we have a government in Ontario that got elected with 37.6% of the votes cast and only 15% of the people cast votes. So you got a government that’s basically there on the strength of 19% of Ontarians having voted for it. At some point, if the numbers keep going down, the legitimacy of these results and our government is going to come into question. It’s a bit scary.
